Experience:
Applicant must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes experience in managing budgetary functions and performing cost analysis services for an organization. This experience must include a mastery of the concepts, principles, practices, laws, policies and regulations of budgeting and/or financing; economic analysis, financial planning and control techniques, organizational performance measures, and the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the employing entity, a detailed knowledge of policies, precedents, goals, objectives, regulations, and guidelines to develop, recommend, and implement budgetary and financial policies, as well as knowledge of relationships with other programs and key administrative support functions within the employing entity or in other agencies and evaluate programming deficiencies, develop technical data, estimates, statistics, suggestions, and other information useful to higher level managers in determining which goals and objectives to emphasize, and an expert knowledge and skill in the application of methods and techniques to analyze and evaluate the effects of continuing changes in financial program plans and funding (e.g. Program plans, management by objectives, etc.) and ability to interpret and evaluate information to determine programmatic effect on plans and objectives of assigned programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the concepts, principles, practices, laws and regulations of budgeting, accounting and financial management 2. Skill in planning, organizing, and conducting special/recurring projects and assignments to ensure accomplishment of program directives and to meet deadlines 3. Intensive knowledge of financial management and organizational systems and techniques, mission and functions of the organization, and program activities to analyze and interpret financial data/reports, schedules, etc 4. Knowledge of automated data processing concepts, system capabilities, and economic usage to effectively and efficiently complete assignments 5. Ability to communicate effectively, both orally and in writing to conduct meetings, participate in workshops, serve as consultant to NAF units and provide guidance and procedural instructions relating to financial management. Experience:
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK
Experience:
Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
